defunding the police

Hello,

While I ponder on what it may look like to defund the police, I must say... it is worth to try.

My suggestions are...

In most cases where it doesn't involve violent situations 

The state needs three different security agencies. The one with 80% positive reviews with hold 80% of counties. The next will hold 15% of counties. The last will hold 5%. Any security company can gain or lose counties. 

The police will be around but at a much lower capacity.
